Creates a customer realization using the requested responsible and team access, applies an available major template version to the existing realization, or returns the already-current realization. ACTIVE_WITH_REVIEW templates may receive review-template links. Existing realizations retain their customer-owned responsible, team, and review configuration. Promoting a Global template requires super-admin access.
