Send a test webhook event for a specific module and event type. Only primary admins can use this endpoint to trigger test events.

If there are any registered webhooks that match the module and event type, this will trigger a webhook delivery to those endpoints with the provided payload.

Return SQS message ID or fallback message ID if SQS publishing fails.
